Fife sits on the flat ground where the Puyallup River reaches Commencement Bay, which is young alluvial deposit rather than the glacial till Federal Way sits on. Alluvium is looser, wetter and more prone to settlement, and that difference shows up underground rather than at the surface.

Settlement is the practical consequence for plumbing.
