Older housing changes what fails first

Federal Way is a young city by comparison. Tacoma has whole neighborhoods that predate the Second World War, and the City itself notes that it holds very little record of buildings before 1950. That matters the moment anything underground needs work, because there may be no permit history telling you where your line runs or what it is made of.

In practice that means galvanized supply lines still turning up in houses on the North End and in the Hilltop and Lincoln districts, cast iron waste stacks corroding from the inside out, and clay side sewers with jointed pipe that has been in the ground for the best part of a century. Each of those has a distinct failure signature, and none of them behaves like the 1980s copper and ABS that dominates back in Federal Way.

Galvanized announces itself as pressure that has quietly dropped over years, worst at the furthest fixture and worst on hot. Cast iron announces itself as a drain that has slowed everywhere at once without any single blockage, because the internal diameter has narrowed with rust and scale along the whole run.

The pre sale side sewer inspection nobody expects

This is the rule that surprises people, and it applies in Tacoma and not in Federal Way. Under Tacoma Municipal Code 12.08.720, property owners are required to have a certified inspection of their private side sewer before the sale or transfer of a home or business, before a major remodel, and before any construction over an existing side sewer.

The City introduced it as part of its inflow and infiltration removal program, the aim being to keep rainwater and groundwater out of the sanitary system so that sewage stops backing up into homes and streets during heavy weather. Separately, real estate professionals in Tacoma have been required since December 2010 to hand buyers and sellers a side sewer information flyer before closing.

The practical consequence is simple. If you are selling in Tacoma, the camera inspection is not optional and it is better done early than three days before closing, because a camera that finds a break sets off a repair, a permit and a schedule that a closing date will not wait for.

Who owns which pipe in Tacoma

The City is clear about the split. Maintenance of a side sewer from the building to the City main is the property owner's responsibility, while the City maintains the main itself including the tees, wyes and risers where your line joins it. As the City puts it, side sewers almost always extend into the street, so the owned length is longer than most people picture.

There is a second rule with teeth. Side sewer work carried out in the City right of way must be done by a contractor licensed and bonded to work in the City of Tacoma specifically, not simply licensed in Washington. That is a narrower list than the one that applies to a side sewer repair in Federal Way, where Lakehaven runs its own authorised contractor approval instead.

Tacoma maintains more than 700 miles of sewer line and staffs wastewater crews around the clock, so a problem in the public main gets a fast response. The catch is that most of the trouble homeowners actually meet sits in the private lateral, which is not theirs to fix.

Water, ground and the calls that follow

Tacoma Water draws from the Green River watershed rather than local wells, which is a real difference from the groundwater Lakehaven supplies to Federal Way. Iron and manganese staining is a much less common complaint on this side of the county line, and the calls tilt instead toward the consequences of old pipe: discoloured water from corroding galvanized, pinhole leaks in aging copper, and pressure problems that have crept up so slowly the household stopped noticing.

The ground varies more than Federal Way's does. The North End sits high on the bluff, the tideflats sit at sea level, and the ravines and gulches in between move water in ways that put real hydraulic load on old lines. A house partway down a slope can get infiltration into its side sewer through joints that would be perfectly fine on level ground.

If a drain has started backing up seasonally rather than steadily, that pattern usually means water is getting into the line from outside, and it is worth handling as an infiltration question rather than repeating a drain cleaning that keeps buying the same three months.
